Yes. There are heads in the cities that specialize in a type of pokémon. Beating them awards you a badge - which is very arbitrary, but it is a great way to receive additional funds and rare TMs.

Why did someone think collecting them would lead you home?

Because, it was stated that something particularly significant happens when all are collected. Indeed, something did happen, but it was just another opening of another region.
